Re: external subtitle not showing
You have "force_external_subtitles" disabled. If you enable this, it should select the external subtitles automatically.
Edit: Sorry, I didn't realize that the default was "enabled". Since this isn't set, it should then be enabled yes. It seems it doesn't work then..

Re: external subtitle not showing
It seems to me like there's a bug there somewhere, for some reason it's "resolving" the subtitles twice - selecting the VOBSUB both times:

Re: external subtitle not showing
As I've told you, this movie has embedded subtitles (2 tracks, one VOBSUB and one SUBRIP). I bet this is the reason something goes wrong.
Re: external subtitle not showing
This file is transcoded (it seems that it's transcoded because it has internal subtitles). When a file is transcoded, the internal subtitles are removed so that you can never "select them" on the TV when a video is transcoded. Normally the transcoding will "burn in" the selected subtitles so that they become part of the video itself.
By selecting the entry using the external subtitles in the TRANSCODE folder, you should get the correct subtitles burned in, but you will probably still not have them available as a choice on the TV.

Re: external subtitle not showing
The VOBSUB track might be bad yes.
